把附件Shanghai 链接到 /etc/localtime

测试完4G后，在测试wifi就连接不上了，之前正常。

目前4G和wifi不能同时使用，会优先使用wifi，您看看是否是开着以太网，以太网优先级最高，或者看看天线是否正常，是否卸载了模块

主要是fcu1201上没有sysconfig，localtime这样的文件:'(
